Scrambler to the Rescue is a Bob the Builder: Project: Build It special.
Plot
It's winter in Sunflower Valley and Bob and his team are trying to build a concert hall. A snowstorm traps Scoop and Bob’s parents at the Toymakers up in the mountains. Bob has a plow attachment for him to use to clear the roads, but they need a way to get it up to the toymaker’s. Bob thinks Scrambler is too inexperienced for the job, so he brings Zoomer, the snowmobile in to help. But disaster strikes when Scrambler lets the mission to his head! It feels as the party is doomed, until he and Zoomer put their differences aside to save the big winter party and learn to work together!

Deleted Scenes
As this special was released in the US before the UK, multiple scenes were cut from the UK version, similar to Bob's Big Plan, including:
- Scrambler looking at a sign leading to the Picker's log house, and then races towards it.
- Scrambler skidding through a bumpy path and jumping off one of the bumps. He then meets with a busy Mr. Sabatini, making pizza for the party. Unable to help Mr. Sabatini with his pizzas, he looks for Bob to see if he needs his help.
- Bob and Wendy talking about how the celebration will be held at the new Concert Hall.
- Bob mentioning Robert and Dot bringing a surprise to the party.
- Roley saying "Oh!" before asking to say Scoop's catchphrase.
- Bob and the gang preparing the foundations and collecting the materials needed for the Concert Hall.
- Scoop anxiously waits for the surprise as Robert puts on the finishing touches.
- Dot mentioning how R.Vee drove them to multiple building sites.
- Bob apologizing to Scrambler for being too busy to help, followed with Scrambler groaning.

Trivia
- A toy train resembling Thomas the Tank Engine can be seen in the toy factory, and Thomas' whistle sound is used. The coaches are also similar in colour to Gordon's express coaches.
- A stuffed Bob doll can also be seen here, as well as Terence from Rubbadubbers, three of the fire engine toys without a key from the Pingu episode, Pingu and the Toy, three space rocket toys from the Pingu episode, Pingu and the Toyshop and the yellow rubberband airplane from the Pingu episode, Pingu and the Rubberband Plane. (Thomas & Friends, Pingu, and Rubbadubbers are all owned by HiT/Mattel, with the latter two shows also being made by HOT Animation, thus explaining the references).

- This is the second time Roley says Scoop's "Can we?" catchphrase. The first being The Knights of Can-A-Lot (with Scoop, Muck, and Dizzy).
- First appearance of the blue rain gutters on Bob's house since Bob's Big Plan (Series 10) as usually they have only been white since Series 9.
- In Japan, this special was not released on DVD and was only broadcast on TV.

Goofs
- When R.Vee says, "And we've brought Robert and Dot to see you" in the US dub, Marc Silk says it in his "Bob" voice.
- Scrambler wears his Talkie-Talkie for most of the special, but is missing it on the cover.
- As the episode Travis and the Tropical Fruits (Series 12) shows a scene where Mr. Beasley waits from Summer to Spring for his pineapple to grow, that would technically be the first winter in Sunflower Valley, unless this special takes place during that scene.
- Some of the deleted scenes at the party lack sound effects.
- When the team greet Zoomer and Scrambler is introduced to him, Zoomer is already wearing his Talkie-Talkie before Wendy gives it to him.
